The Statewide Implementation Analysis for a Beverage Container Redemption, Packaging, and Recycling Plan
Background
The Rhode Island General Assembly passed a law that was enacted in 2025 to complete a statewide implementation analysis for a beverage container redemption, packaging, and recycling plan. The Rhode Island Department of Environmental Management (RIDEM), in collaboration with the Rhode Island Resource Recovery Corporation (RIRRC), and an independent third-party consultant (vendor) are now performing the work effort for the Statewide Implementation Analysis (SIA) for a Beverage Container Redemption, Packaging, and Recycling Plan as authorized within Rhode Island General Law Title 23, Chapter 19-19. https://webserver.rilegislature.gov/Statutes/TITLE23/23-19.19/INDEX.htm
Goal
The goal of the SIA is to build on the progress made by various efforts and provide case analysis to support decision making to best position Rhode Island decision makers as they consider Extended Producer Responsibility Program for Packaging and Paper (EPR) and a Deposit Return System (DRS) where both programs are managed by a Producer Responsibility Organization (PRO). For the entire work effort, the scope of covered materials is the broad material types of paper, plastic, metal, and glass as related to PRO managed programs for EPR and DRS.
